This section amends the Social Security Act to address unemployment compensation for excepted federal employees during lapses in appropriations in fiscal years 2026 or 2027. State unemployment compensation laws must allow excepted federal employees performing emergency work to apply for and receive unemployment compensation. If an excepted federal employee receives pay under section 1341(c)(2) of title 31 and also receives unemployment compensation, they must repay the unemployment compensation to the state. The Treasury Secretary will pay states an amount equal to 100% of unemployment compensation provided to excepted federal employees and any related administrative expenses. Funds from the Unemployment Trust Fund will be used to make these payments to states. An 'excepted Federal employee' is defined as an excepted employee not being paid due to a lapse in appropriations.
