The Tariff Act of 1930 is also amended to authorize the Secretary of Homeland Security to use funds for tort claims arising from U.S. Customs and Border Protection operations in foreign countries. The Homeland Security Act of 2002 is amended to permit the Secretary or Attorney General to station or deploy U.S. law enforcement officers and accept the stationing of foreign law enforcement officials in each other’s countries for border security and law enforcement cooperation. This amendment allows for joint operations in the land, air, and maritime domain between the U.S. and foreign countries. The Homeland Security Act of 2002 is also amended to allow the Secretary of State, in coordination with the Secretary or Attorney General, to enter into treaties or agreements to extend privileges and immunities to foreign law enforcement officials stationed in the United States.
