State chief executive officers for health are authorized to prescribe standards and procedures for administering tests, recording results, tracking activities, and disseminating information to parents or guardians. If a State fails to prescribe approved standards and procedures within two years of the Stop CMV Act of 2025’s enactment, the Discretionary Advisory Committee on Heritable Disorders in Newborns and Children will prescribe them. The Secretary, through the Health Resources and Services Administration, is authorized to award grants to States to administer tests. The Secretary, through the Centers for Disease Control and Prevention, is authorized to award grants to States for technical assistance related to data collection and education on CMV. The Director of the National Institutes of Health is directed to establish or expand research and development programs related to CMV screening, diagnostics, prevention, treatment, and vaccine development.
