This section amends section 2008 of the Social Security Act to establish the Career Pathways Through Health Profession Opportunity Grants. Eligible entities seeking grants must submit an application detailing how they will use a career pathways approach to train individuals for well-paying health professions. Applications must include a description of activities such as adult basic education, work readiness training, and case management services. For demonstration projects involving individuals with arrest or conviction records, applications must demonstrate state policies permitting credentials for such individuals and include a plan to assist them in acquiring credentials and employment. Applications for projects supporting pregnancy, birth, or postpartum services must describe partnerships and tailored program activities, and demonstrate state recognition of doulas or midwives. Applicants must demonstrate experience working with low-income populations or partner with an organization that does. The Secretary shall give preference to applications submitted by previous grant recipients and those with partnerships in various categories, including government agencies, educational institutions, and healthcare employers. The Secretary will award grants to at least two eligible entities in each state, to the extent possible, and at least ten to Indian tribes or tribal organizations.
