This section establishes the "Expanding Childcare in Rural America Initiative" under the Secretary of Agriculture. The Secretary will prioritize loan and grant recipients who propose using funds to address childcare needs in agricultural or rural communities. Eligible programs for this initiative include the essential community facilities loan and grant programs, technical assistance and training grant program, rural business development grant program, business and industry direct and guaranteed loan program, rural microentrepreneur assistance program, and the rural innovation stronger economy (RISE) grant program. The Secretary may provide funding through intermediaries such as childcare resource and referral organizations and community development financial institutions. The Secretary must conduct an evaluation of projects carried out under the Initiative and submit a report to the relevant committees within three years of enactment.
