What does REPORTS AFTER ACTIVATION OF DISASTER INFORMATION REPORTING of Emergency Reporting Act do?

This section mandates the Federal Communications Commission (Commission) to hold public hearings annually, beginning within one year of the Act's enactment, regarding events for which the Disaster Information Reporting System (System) was activated for at least seven days. The Commission must include representatives from various entities in these hearings, including State, local, and Indian tribal governments, residents, consumer advocates, communications service providers, educational institutions, federal agencies, utility providers, infrastructure companies, and first responders. Within 120 days of a public hearing's conclusion, the Commission is required to issue a report detailing the number and duration of outages affecting broadband internet access, interconnected VoIP, commercial mobile, and commercial mobile data services. The report must also include information on outages preventing emergency communications centers from receiving caller location information or emergency calls, and include the Commission’s recommendations for improving resiliency. The Commission is also directed to investigate and report on the value of visual information in outage notifications to public safety agencies and the balance between that value and the burden on providers. The Commission shall publish reports on its website, excluding information exempt from public disclosure or submitted with a confidentiality request.
