This section amends Section 28 of the Animal Welfare Act to establish a grant program for animal shelters. The Secretary will award grants to entities described in subsection (a)(2) to support animal care, including feeding, sheltering, veterinary care, recreational activities, and staff support. Grant terms shall not exceed three years and are renewable upon submission of a report to the Secretary. Grant recipients must submit a detailed accounting of animal intake and outcomes, and grant fund usage, to the Secretary. The Secretary must submit an annual report to the House and Senate Agriculture Committees on the program's use of funds to improve animal care. The Secretary is required to promulgate regulations to carry out this section.
