Notwithstanding section 515(b) of Public Law 101-513, and the corresponding
authority provided in Public Law 102-145 as amended, no Foreign Military
Financing Program funds may be reobligated pursuant to such authority from
the date of enactment of this Act through September 30, 1992.

The limitation under this heading in Public Law 102-145, as amended,
is decreased by $40,000,000.

Of the unexpended balances of funds made available to carry out the
provisions of chapter 2 of part II of the Foreign Assistance Act of 1961,
$6,750,000 are rescinded.
Of the funds made available to carry out section 503(a)(3) of the Foreign
Assistance Act of 1961 that have been disbursed into the Foreign Military
Sales Trust Fund, $5,760,000 may not be disbursed for any purpose and
shall be deposited into the miscellaneous receipts of the Treasury.

General Provisions

the President's request shall be made available for obligation for the

Second Congress is hereby incorporated into this Act: Provided, That the
amounts specified in the Classified Annex are not in addition to amounts
rescinded by other provisions of this Act: Provided further, That the
President shall provide for appropriate distribution of the Classified
Annex, or of appropriate portions of the Classified Annex, within the
executive branch of the Government.
Amend the title so as to read: `An Act to rescind certain budget authority
proposed to be rescinded in special messages transmitted to the Congress
by the President in accordance with title X of the Congressional Budget
and Impoundment Control Act of 1974, as amended.'.
