A franchising authority cannot prevent a cable operator from transferring a franchise to a new person who agrees to accept all existing franchise terms. A cable operator must notify a franchising authority in writing at least 15 days before transferring a franchise to a new person. A 'transfer of a franchise' includes transactions like mergers, sales, assignments, restructurings, or transfers of control. The changes made by this section will take effect six months after the Act's enactment. This section applies to franchises granted on or after the effective date, or to franchises granted before that date that are still in effect or have been continuously performed despite expiration.
