Implementation of activities directed under Executive Order 14019 is delayed until agencies submit a strategic plan to congressional committees, or 180 days after submission, whichever is later. Agencies must submit a report to congressional committees within 30 days of the Act's enactment, detailing their voter registration and participation plans or certifying that no such plan was developed. Agencies must also submit a report within 30 days detailing activities carried out pursuant to sections 3 and 4 of Executive Order 14019. Federal work-study programs are prohibited from involving voter registration or mobilization activities. The term 'agency' is defined for purposes of this section, excluding independent regulatory agencies. The 'appropriate congressional committees' are defined as specific committees in both the Senate and the House of Representatives.
