This section extends the Supplemental Security Income (SSI) Program to Puerto Rico, the United States Virgin Islands, Guam, and American Samoa. It amends Section 303 of the Social Security Amendments of 1972 by striking subsection (b). Section 1101(a)(1) of the Social Security Act is amended to include Puerto Rico, the United States Virgin Islands, Guam, and American Samoa within the definition of 'state' for title XVI. The limitation on total payments to the territories is eliminated by amending Section 1108 of the Social Security Act. United States nationals are treated the same as citizens for certain SSI benefit provisions. Section 1614(e) of the Social Security Act is amended to include Puerto Rico, the United States Virgin Islands, Guam, and American Samoa within the geographic meaning of the United States. The Commissioner of Social Security is granted authority to waive or modify statutory requirements for the SSI Program in these territories to adapt to their needs. The changes made by this section will take effect on the first day of the first Federal fiscal year that begins one year or more after the Act's enactment.
