This section amends Title III of the Public Health Service Act to establish a Grant Program for Community Mental Wellness and Resilience Programs. The Secretary is authorized to award planning grants up to $250,000 to eligible organizations to organize coordinating networks, assess needs, and prepare program grant applications. The Secretary will provide technical assistance to eligible organizations and networks. A report summarizing best practices and outcomes will be submitted to Congress by December 31, 2030. A total of $36,000,000 is authorized for appropriation over fiscal years 2025 through 2029.
