This section mandates that U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP) ensure all immigration enforcement staff wear body cameras during official operations. The Director of ICE and the Commissioner of CBP must establish policies, procedures, and best practices for body camera use, including training and guidelines for using artificial intelligence and facial recognition technology. Body cameras are required to be turned on at the beginning of each shift and remain on for the duration. Footage collected by body cameras must be made available to parties involved in administrative proceedings, civil actions, or criminal prosecutions, as determined by the Secretary of Homeland Security. The Secretary of Homeland Security must commence rulemaking within 60 days of the Act's enactment, considering existing civil rights principles and model acts. Staff failing to record footage due to violations may face disciplinary actions, including furlough, pay reduction, or suspension. No new funding is authorized for implementing this section; it will be carried out using existing funds.
