What does SCORING OF PREVENTIVE HEALTH SAVINGS. of Preventive Health Savings Act do?

This section amends the Congressional Budget and Impoundment Control Act of 1974 to establish a process for scoring preventive health savings. Upon request from committee leadership, the Director is tasked with determining if proposed legislation would result in net reductions in budget outlays through preventive health care. If the Director determines such reductions are likely, they must include a description and estimate of these reductions in projections. The Director may prepare budget projections extending beyond standard time periods to account for preventive health savings. Any estimates provided are considered supplementary and do not determine compliance with the Congressional Budget Act. The 'budgetary outyears' are defined as the two consecutive 10-year periods beginning 10 years after the current fiscal year. ’Preventive health care’ is defined as actions focused on protecting, promoting, and maintaining health and wellness and preventing disease, disability, and premature death.
