The certification must explain how the provision of defense articles or services relates to the policy of safeguarding against Iran and detail steps taken to prevent sensitive U.S. technology from being acquired by China or Russia. The Secretary of State must submit a strategy to Congress every 60 days outlining the implementation of this section, including an overview of security threats, metrics for evaluating progress, and challenges to interoperability. The strategy must also include a description and assessment of pending sales of defense articles or defense services over $25,000,000, delivery timeframes, and recommendations to improve the authorization process.
