This section amends 43 U.S.C. 1748c, concerning the Bureau of Land Management Foundation. The name of the Bureau of Land Management Foundation is changed to the Foundation for America's Public Lands. The Foundation's activities are expanded to include the fulfillment of the Bureau of Land Management's multiple use mandate. The number of board members is phased in, initially capped at 12 within 180 days of the Foundation for America's Public Lands Reauthorization Act's enactment, increasing to 15 two years later, and 18 thereafter. The board must include members with expertise in resource management, law, or research, and specific representation from various sectors including energy, ranching, recreation, hunting/fishing, and mining. The Foundation is prohibited from using funds for litigation or lobbying expenses. Gifts and bequests to the Foundation can be made available to federal agencies for purposes furthering the Bureau of Land Management’s multiple use mission without further appropriation. The Act provides $10,000,000 annually to the Secretary of the Interior for five fiscal years after enactment to carry out the Act.
