This section amends Section 208(g)(3) of Title 23, United States Code. The amendment changes the language from 'Each State shall' to '(A) In general.--Each State shall'. It adds a provision stating that if a State employs a coordinator described under the paragraph, the federal share for eligible projects or activities will be 95 percent. This 95 percent federal share is applicable 'notwithstanding any other provision of this title'.
