This section defines terms used within the Act. “Covered agency” includes Federal land management agencies, the Natural Resources Conservation Service, the Environmental Protection Agency, the Federal Emergency Management Agency, the United States Fire Administration, States, Indian Tribes, and local governments. “Covered authority” includes the Healthy Forests Restoration Act of 2003, the Cooperative Forestry Assistance Act of 1978, the good neighbor authority under section 8206 of the Agricultural Act of 2014, the Tribal Forest Protection Act of 2004, and the collaborative forest landscape restoration program under section 4003 of the Omnibus Public Land Management Act of 2009. The Comptroller General of the United States can also designate other statutory authorities as “covered authority” if they facilitate cross-boundary wildfire mitigation or forest health improvement activities.
