What does AI SECURITY PLAYBOOK. of Advanced AI Security Readiness Act do?

This section directs the Director of the National Security Agency to develop strategies, referred to as the 'AI Security Playbook,' to defend 'covered AI technologies' from technology theft. The Playbook must identify potential vulnerabilities in advanced AI data centers and among AI developers, focusing on cybersecurity risks and unique security challenges. It also requires identification of components or information that, if accessed, would significantly aid threat actors in developing covered AI technologies. Strategies to detect, prevent, and respond to cyber threats targeting covered AI technologies are also mandated. The Playbook will analyze potential U.S. government involvement in securing highly advanced AI systems and describe a hypothetical secure governmental environment for developing such systems. The Playbook will include both detailed methodologies and intelligence assessments (potentially classified) and general guidelines and best practices for dissemination, including to the private sector. The Director must engage with AI developers and researchers to assess AI capabilities relevant to national security and collaborate with federally funded research centers. The Director must submit initial and final reports to congressional committees regarding the Playbook's development and content. The term 'covered AI technologies' refers to advanced AI with critical capabilities that pose a grave national security threat if acquired by threat actors.
