The Secretary is directed to issue guidance and promulgate regulations regarding security measures to detect and prevent theft of summer EBT benefits. Regulations are to be issued within one year of enactment to require procedures for replacing stolen benefits. The Secretary must coordinate with various entities, including state agencies, retailers, and the Office of Family Assistance, to determine fraud methods and establish preventative measures. A report must be submitted to Congress within two years of enactment detailing the frequency and location of thefts, along with descriptions of measures taken and planned. The Secretary will use appropriated funds to require state agencies and tribal organizations to replace stolen benefits, subject to specific conditions and limitations. State agencies and tribal organizations must submit plans for benefit replacement within 60 days of enactment. The Comptroller General must submit a report to Congress within two years examining risks related to summer EBT benefit payment system security.
