This section establishes a “Medal of Sacrifice for Law Enforcement Officers and First Responders” to be issued by the President for those killed in the line of duty. Eligibility for the medal is generally available to local, State, Tribal, territorial, or Federal law enforcement officers or first responders killed in the line of duty, with an exception for those subject to an official finding of wrongdoing. An official finding of wrongdoing requires a determination by a superior officer or employing agency that the officer acted outside of their duties or not in accordance with agency policies. A Commission on the Medal of Sacrifice for Law Enforcement Officers and First Responders is established to advise on the medal’s design, promotion, presentation, and to make final determinations regarding eligibility in cases of alleged wrongdoing. The Commission will consist of 12 members, including law enforcement officers, first responders, and representatives of relevant organizations, and will cease to exist once its responsibilities are completed. The Commission is initially tasked with awarding the medal to Deputy Ralph “Butch” Waller, Deputy Ignacio “Dan” Diaz, and Deputy Luis Paez. The medal's design is described as a modified quatrefoil incorporating elements of the Great Seal of the United States and bearing the word 'SACRIFICE'.
