The Secretary must ensure that the recipient contractually requires the receiving entity to reserve at least 40% of housing units for families with adjusted incomes at or below 60% of the area median income, with rent not exceeding 30% of their income. Of the 40% reserved, at least 20% must be reserved for families with incomes at or below 30% of the area median income.
