A United States Group will be formed to represent the U.S. in the Inter-Parliamentary Dialogue. The United States Group will consist of no more than eight Members of Congress, appointed by the Speaker, House Minority Leader, Senate Majority Leader, and Senate Minority Leader. Appointments to the United States Group are for a two-year duration. The United States Group is expected to meet at least annually with legislatures from Japan and the ROK, and potentially other countries by mutual agreement. The Chairperson and Vice Chairperson positions will rotate between the House and Senate delegations every two years. The United States Group may accept gifts or donations, subject to review by the House and Senate Ethics Committees. The Group must submit an annual report to the House and Senate Foreign Affairs Committees detailing expenditures.
