This section amends the Federal Food, Drug, and Cosmetic Act to establish requirements for foreign shrimp facilities. The Secretary is directed to enter into arrangements and agreements with foreign governments whose facilities register shrimp for consumption in the United States within 180 days of enactment. Beginning one year after enactment, shrimp from countries without such agreements or with food inspection systems not meeting FDA criteria will be refused admission to the United States. The criteria for food inspection systems require staffing for uniform enforcement and enforcement of laws addressing shrimp raising and transportation. Foreign governments must provide documentation to the Secretary demonstrating their food inspection system's equivalence to the FDA's. Section 402 of the Federal Food, Drug, and Cosmetic Act is amended to define shrimp as adulterated if it originates from a country not complying with the new requirements. The Secretary of Health and Human Services must submit annual reports to Congress on the implementation of these amendments.
