Certain buildings are exempt from this section, including those listed on the National Register of Historic Places, the White House, the Supreme Court building, and the United States Capitol. The Administrator must annually certify to Congress regarding compliance with the design guide and submit a report including an assessment of bird fatalities, to the extent practicable. The report to Congress must also include recommendations to reduce bird fatalities.
