This section amends the Lacey Act Amendments of 1981 to define 'prohibited primate species' as any live species of nonhuman primate, including chimpanzees, gorillas, and monkeys. It is unlawful to import, export, transport, sell, receive, acquire, or purchase prohibited primate species in interstate or foreign commerce, or to breed or possess them. Certain entities are exempt from the prohibition if they are transporting prohibited species, possess them from before the enactment of specific Acts, register them with the Fish and Wildlife Service, and do not breed, acquire, sell, or allow direct public contact. Research facilities registered with the Department of Agriculture conducting research involving prohibited primate species are also exempt. The Secretary of the Interior must promulgate regulations implementing these amendments within 180 days of the Act's enactment. The enforceability of the amendments is not affected by any delay in the promulgation of these regulations. Technical amendments are made to correct typographical errors and update references to the Magnuson-Stevens Fishery Conservation and Management Act.
