Such employees are also entitled to 5 additional points above their earned rating for appointment purposes. The preference does not apply to individuals removed from political positions, those separated due to documented misconduct or delinquency, or those with an unacceptable or less than fully successful documented performance review. The authority provided by this section expires 5 years after the date of enactment.
