The Inspector General must review the report and submit a report to Congress within 90 days, detailing data used, conclusions, and adherence to OMB guidance. The BCA report must include anticipated outcomes, explanations, metrics, an employee engagement plan, stakeholder lists, timelines, and assessments of effects on stakeholders and the agency's mission. Agencies must make the BCA report publicly available, excluding proprietary or confidential information. Existing legal requirements pertaining to relocations are not abrogated by this section.
