This section amends Section 101(d)(1) of division O of the Consolidated Appropriations Act, 2016. The amendment modifies subparagraph (A) to require a joint finding and report to the President and Congress. The report must state that crude oil exports have caused sustained material oil supply shortages or significantly elevated oil prices directly attributable to U.S. exports. The report must also state that these shortages or price increases have caused or are likely to cause sustained material adverse employment effects in the United States. The President must declare a national emergency based on the report and formally notice the declaration in the Federal Register. Subparagraph (B) is modified to end the clause with a period instead of ‘; or’. Subparagraph (C) is removed.
