Subsection (a) is amended to include 'rural or' before 'highly' and adds 'County veterans service organizations' as eligible recipients. A new subparagraph (D) is added to paragraph (2) of subsection (a) to include 'Tribal organizations' as eligible recipients. Paragraph (3) of subsection (a) is revised to refer to 'A recipient of' instead of 'A State veterans service agency or veterans service organization awarded'. A new paragraph (4) is added to subsection (a) establishing a maximum grant amount of $60,000, with an increase to $80,000 if a vehicle purchase is required to comply with the Americans with Disabilities Act. Subsection (c) redefines 'rural' and 'highly rural' using the Department of Agriculture's Rural-Urban Commuting Areas (RUCA) coding system. The funding for this program is changed from a fixed amount to 'such sums as may be necessary'.
