This section amends title 31 of the United States Code to establish disclosure requirements for programs, projects, or activities funded, in whole or in part, by Federal funds. Agencies and entities receiving Federal funds must clearly state the percentage and dollar amount of Federal and non-governmental funding in public communications, except those with fewer than 280 characters. Entities carrying out such programs must certify their compliance with these disclosure requirements in performance progress reports. The Director of the Office of Management and Budget (OMB) will annually review a random sampling of communications for compliance and publicly release the findings. OMB must also establish a mechanism for anonymous reporting of noncompliant communications within one year of enactment.
