Local educational agencies can also determine other appropriate threats and emergencies to address.

This section directs the Director of CISA to convene a rulemaking advisory committee to review and develop recommendations for requiring the installation or modification of doors in elementary or secondary schools receiving federal funding. The committee's membership includes representatives from state and local law enforcement, school safety personnel, school safety advocates, teachers/administrators, ballistic shielding experts, school construction professionals, and other stakeholders. Following the report, CISA is directed to issue a final rule requiring door installation or modification in schools. The section is administered under the Homeland Security Grant Program, with $100,000,000 authorized for the fiscal year the rule is issued and the following nine fiscal years to carry out the section.
