The Administrator will issue guidelines and establish criteria for ranking eligible projects based on best practices, science, and community engagement. A total of $5,000,000 is authorized for appropriation each fiscal year from 2026 through 2030, with at least $750,000 specifically allocated for Indian Tribes. The purpose of the grants is to support native wild kelp forest ecosystems and restore native wild kelp to enable long term recovery of naturally functioning kelp forest ecosystems that do not involve commercial or mechanized harvesting.
