This section amends Section 701 of the Omnibus Parks and Public Lands Management Act of 1996 to establish the Ski Area Fee Retention Account. The Secretary of the Treasury will establish a special account, the Ski Area Fee Retention Account, to receive ski area permit rental charges. Collected fees will be available to the Secretary for use without further appropriation for four fiscal years. Eighty percent of the fees from a covered unit will be spent at that unit, with 75% for activities listed in paragraph (5)(A) and 25% for activities listed in paragraph (5)(B). Twenty percent of the fees will be spent at any unit of the National Forest System for activities described in paragraphs (5)(A) or (5)(B). Funds can be used for administration of the Forest Service ski area program, staff training, visitor services, wildfire planning, and repair/maintenance of facilities. Funds cannot be used for wildfire suppression or land acquisition. The Granger-Thye Act remains applicable to ski areas. The retained funds are intended to supplement, not supplant, appropriated funding.
