This section amends Section 227 of the Communications Act of 1934. It requires disclosure when a robocall uses artificial intelligence to emulate a human being. The disclosure must occur at the beginning of the call or text message. The definition of 'robocall' includes calls or text messages using equipment with automatic telephone dialing systems, random or sequential number generators, or artificially generated voices. A robocall does not include calls requiring substantial human intervention. The definition of 'text message' includes SMS, MMS, and RCS messages, but excludes real-time voice or video communication.
